A source, who has furnished reliable. information in the past, in mid-May , 1965, advised as follows:

' During the latter part of February, 1965, an individual claiming to be the General Secretary of the ~ Communist Party (CP) of Paraguay and who identified himself as (First Name Unknown) Carlisle (phonetic), in essence made the following remarks:

is now in the process of attempting to consolidate his dictatorship. - He-is going to pretend that there exists some.

democracy in Paraguay and as a result. will call Sone municipal- . elections: for October, 1965. However, the reason he is doing

this is to get additional loans and money from the United

States. In an effort. to form a united front against the

Stroesser Government, the CP of Paraguay will unite with the Febrerista Party.

What the CP of Paraguay would like other CPs of Latin America and North America to do at this time is to send letters to the Paraguayan Government demanding the release from prison of Antonio Maidana, the Second. Secretary of the CP of Paraguay. Maidana has been in prison for seven years and is dying and the Party would like to get him out.

This interference in the Communist Party of Canada's affairs to which Kashtan yveferred reportedly, in part, had to do with the éfforts of the Soviets to influence Tim. Buck, Chairman, Communist Party of Canada,, against Kashtan-.at the time Kashtan had been elected to take over the position of General Séeretary. In additioti, ‘there was somdé indication that the Communist Party of the Soviet Union held ‘the opinion that. the Communist Party of Canada under Kashtan'ts leadership had £fallén into the hands of "revisionists." A source, who has furnished reliable information in the past, in mid-May, 1965, advised as follows:

Stefan Heym, a famous author in the German

Democratic Republic (GDR); who for a time: during World War IL

résided in Chicago, Illinois, and then after the war returned

to the GDR, is presently under attack by officials of both

the GDR and the Socialist Unity Party of Germany (SUPG).

Heym is being attacked because he was supposed ‘to have written ΒΝ ...a, "slanderous" article on the GDR which appeared in the West__

German press. While these officials did Succeed in getting

him to answer sone of the "slanders" in his article, he did it

as an individual and not in de se’ of the GDR or the Party.

Another famous GDR author sunscaeaae who also at one time

had been in the Unttéd-Sha 5 now attacked Heym personally. ___. |... Her attack on, him was_based totally on a defense of. the general

policies of the GDR. In aldition to the above, Heym is also

_ being. a ked on a personal basis because he has now divorced x Gelband,, the woman\to whom he was married whem he “returnta"to the GDR, and is ently living with another

In mid-May, 1965, a source, who has furnished reliable information in the past, advised as follows:

In April, 1965, several representatives of the Communist Party (CP) of Czechoslovakia provided the following information without prejudicial comment and apparently with the idea in mind that this information could not be hidden from public view forever and sooner or later would come to general attention. These remarks were as follows:

The CP youth in Czechoslovakia through their youth magazines, particularly those magazines published: in: Slovakia, “have recently been: attacking -the-CP.-of- Czechoslovakia... In. general, these youth publications are demanding that the CP of- Czechoslovakia go further in connection with the de-Stalinization program. In addition, the Slovakian youth in their magazine are calling for a greater role of the Slovakia Party membership in the CP of Czechoslovakia.

In addition there is also a fight between the Czech and the Slovak sectionsof the CP of Czechoslovakia on the question of Party democracy, liberalization of the press, and rehabilitation. of Vladimir Clementis, who together with Rudolf Slansky and nine others were executed in 1952 .on charges of high treason. The Slovakians are now openly demanding that it is not enough merely to rehabilitate Clementis but that they want him also restored to a position .as a patriot of the republic.

On 5/24/65, NY 694-S* advised that on 5/22/65, he received a telephone call from ISIDORE GIBBY NEEDLEMAN - "the secondary channel" - who stated that he in turn had received verbal instructions from KONSTANTIN P. SEMENEV, Secretary of the Antorg Trading Corporation, to transmit to whomever it concern- ed the following message from the Soviets: "Word not you have inserted is correct. We had omitted it by error."

The above has reference to the Soviet message of 5/13/65, reported in NY airtel 5/13/65, wherein on line 3, last paragraph of last page of message, the word "not" was. ombtted, Leaving the said line subject to misinterpretation.

As reported in NY airtel 5/21/65, NY 694-S* advised the Soviets on 5/20/65, that the aforesaid line had been corrected to include the word "not."
